Salah satu upaya Pemerintah Kota Surakarta dalam rangka mewujudkan visi Kota Bebas Permukiman Kumuh 2010 adalah dengan melaksanakan program bantuan perbaikan rumah tidak layak huni (RTLH). Kecamatan Pasar Kliwon merupakan penerima bantuan perbaikan RTLH terbanyak berjumlah 1.388 unit. Penelitian ini bertujuan untuk mengetahui pelaksanaan program perbaikan RTLH di Kec. Pasar Kliwon ditinjau dari: (1) Jenis perbaikan hunian yang dilakukan; (2) bentuk partisipasi masyarakat dalam pelaksanaan program; (3) hambatan dalam pelaksanaan program; (4) kualitas hunian setelah pelaksanaan program; dan (5) kualitas lingkungan permukiman setelah pelaksanaan program perbaikan RTLH di Kecamatan Pasar Kliwon.
Penelitian ini dilaksanakan di Kec. Pasar Kliwon dengan metode survei. Populasi penelitian adalah RTLH yang telah menerima bantuan renovasi periode 2006-2010. Sampel penelitian sebanyak 93 responden yang diambil secara proporsional pada tiap kelurahan. Analisis data dilakukan secara deskriptif kualitatif. Kualitas hunian dan lingkungan permukiman ditentukan dengan metode skoring, sehingga dihasilkan kategori kurang baik, cukup baik dan baik.
Hasil penelitian menunjukkan bahwa: (1) Jenis perbaikan fisik hunian yang dilakukan penerima bantuan berupa perbaikan hunian secara parsial, yaitu perbaikan dinding (33,3%), lantai (3,23%), dan atap (12,9%), kombinasi dinding, atap dan lantai (44,1%). perbaikan sarana MCK (2,15%) dan lain-lain (4,3%); (2) Bentuk partisipasi masyarakat dalam pelaksanaan program perbaikan RTLH berupa: partisipasi pasif, partisipasi sebagai sumber informasi, partisipasi dengan memberikan pendapat atau pandangan, partisipasi dengan memberikan bantuan material, dan partisipasi fungsional sebagai pelaksana rencana. Partisipasi interaktif dan sikap berdaya belum muncul dalam pelaksanaan program perbaikan RTLH ini: (3) Hambatan yang dalam pelaksanaan program yaitu jumlah dana stimulan yang kecil, keswadayaan penerima bantuan yang rendah, serta kurangnya pengawasan panitia terhadap ketepatan bantuan material serta evaluasi hasil program; (4) Hunian dengan kualitas baik sebesar 11,8%; cukup baik 73,1%; dan kurang baik 15,1%; (5) Lingkungan permukiman dengan kualitas baik sebesar 18,3%; cukup baik 44,1%; dan kurang baik 37,6%. Hunian dengan kualitas kurang baik cenderung berlokasi di lingkungan permukiman yang juga kurang baik kualitasnya.

One of the efforts done by the City Government of Surakarta so as to materialize its vision “Slum-Free City in 2010” is the implementation of the Renovation Program of Uninhabitable Houses. Pasar Kliwon sub-district receives the largest program up to 1,388 uninhabitable houses. The objective of this research is to investigate the implementation of the Renovation Program of Uninhabitable Houses in Pasar Kliwon sub-district viewed from: (1) types of renovation done, (2) community’s forms of participation in the implementation of the program, (3) the constraints in the implementation of the program, (4) the quality of the houses following the implementation of the program, and (5) the quality of the surrounding environment following the implementation of the program.
This research used the survey method. It was done in Pasar Kliwon sub-district. The samples of the research were 93 owners of the Uninhabitable Houses which received the Renovation Program in 2006-2010. The samples were taken from each ward in the sub-district by using the proportional sampling technique. The data of the research were analyzed by using the descriptive qualitative technique of analysis. The quality of the houses and surrounding environment was determined through scoring method so that there were three categories, namely poor category, fair category, and good category.
The results of the research are as follows: 1) The types of physical renovation done are partial, namely: wall renovation (33.3%), floor renovation (3.23%), and roof (12.9%) combined renovation of wall, roof, and floor (44.1%), bathing, washing, and toilet facilities (4.3%). 2) The community’s forms of participation in the implementation of the program include passive participation, information source participation, participation by giving opinion, point of view, and ideas, participation by giving material donation, and functional participation as the plan implementers. However, the interactive participation and the defenseless attitudes have not occurred in the implementation of the program. 3) The constraints encountered in the implementation of the program include the following: the amount of stimulant fund allocated is small, the self-support of the recipient of the program is low, the supervision by the committee of the program toward the pertinence of material support is weak, and the evaluation on the program result is poor. 4) Following the implementation of the Renovation Program, there are 11.8% of the houses with good quality category for settlement, 73.1% of the houses with the fairly good quality category for settlement, and 15.1% of the houses with the less good quality category. 5) Based on the evaluation on the quality of the surrounding environment of the houses receiving the Renovation Program, there are 18.3% of the houses with the good category for the quality of surrounding environment, 44.1% of the houses with the fairly good category for the quality of surrounding environment, and 37.6% of the houses with the less good category for the quality of surrounding environment. The research also shows the settlement with the less good quality tends to occupy the less good surrounding environment.
