Implementasi Program Rintisan Sekolah Bertaraf internasional (RSBI) Sebagai Uapaya Peningkatan Kualitas Pendidikan di SMA Negeri 1 Kebumen

The aims of the research are to finding out : (a) program of Rintisan Sekolah Bertaraf Internasional (RSBI) or Pioneering International Standard-Based School at State Senior High School I of Kebumen, (b) the implementation program of RSBI (c) the achievements of the program of RSBI and (d) the factors that inhibit the implementation program of RSBI at the State Senior High School I of Kebumen and efforts to cope with them.
The research is a descriptive qualitative one with embedded case study. It tries to explore facts as many as possible based on the research focus. Data of the research were gathered trough interview, observation, documentation, with involved .the vice principal of curriculum, the vice principal of students affairs, the vice principal of infrastructure and facility, the vice principal of public relation and industry relation, the teachers and the students of the school. The data were analyzed by using Miller and Huberman’s interactive model of analysis. Validity of the data was obtained through extended time of the research, regular observation, triangulation, member check, and review of key informants.
The result of the research are as follows, 1) The developmental program of RSBI conceptually is a School Development and Investment Plan (SDIP), which is a five-year term program with the developmental targets of curriculum and instructional process, assessment tests/evaluation, school management, students affairs, educator and educational staff, infrastructure and facility, partner institution. 2) Implemention of the program of RSBI at the State Senior High School I of Kebumen is designed in the annual school program developped the SDIP with the priority of the targets based on the nine quality control of RSBI. 3) The achievement of the Program of RSBI at SMA N 1 Kebumen is generally successful, and all the components meet the nine quality control of RSBI- program . 4) The Factors inhibit the program RSBI are as follows : (a) the staff and teachers’ English mastery and ability using ICT is low (b) the support given by the local government and the students’ parents is not adequate to meet the infrastructure and facility based international standard.(c) Not all of the students are able to join the international assessment tests like Cambbrigde and ICAS , and others . Teachers graduate from “Post Graduate Education” (S-2/Pasca Sarjana) and staff graduate from ‘SMA” has not met the standard. All of those related to the ineduqacy of the fund.To cope with the inhibiting factors, some efforts conduct to increase teachers and staff education and skill by giving them training or courses, and fund contribution to continue their study, and also doing approach to the Kebumen Local Government and the school commite to increase the fund support.

Tujuan Penelitian adalah untuk mengetahui dan mendiskripsikan ; 1) Program RSBI di SMA N 1 Kebumen. 2) Implementasi Program RSBI terhadap peningkatan mutu pendidikan di SMA N 1 Kebumen. 3) Pencapaian hasil program RSBI, dan 4) Kendala-kendala dan upaya mengatasinya.
Penelitian ini menggunakan pendekatan dskriptif kualitatif jenis studi kasus tunggal terpancang ( embedded case study research ) berusaha menggali sebanyak mungkin fakta sesuai dengan fokus penelitian.Teknik pengumpulan data dengan wawancara, observasi dan dolumentasi melibatkan wakasek kurikulum, wakasek kesiswaan, wakasek sarana prasarana, wakasek sarana humas, guru, ko-ordinator pelaksana program RSBI, kepala tata usaha, siswa dan Ketua komite sekolah.Teknikanalisis data menggunakan model interaktif Miler dan Huberman. Keabsahan data diperoleh dengan perpanjangan waktu penelitian, ktekunan dalam pengamatan, trianggulasi, membercheck, dan interview informan kunci. Trianggulasi yang digunakan meliputi trianggulasi data, trianggualsi metode, dan trianggulasi sumber.
Hasil penelitian ditemukan bahwa ; 1) Program RSBI berupa SDIP ( School Developing and Invesment Plan ) , merupakan program jangka lima tahun dengan sasaran pengembangan pada komponen-komponen ; kurikulum dan proses pembelajaran, Penilaian, manajemen sekolah, kesiswaan, Pendidik dan tenaga kependidikan,, sarana prasarana dan kerja sama institusi.2) Implementasi Program RSBI mengacu pada SDIP tertuang pada program kerja tahunan sekolah dengan target sasaran prioritas didasarkan pada sembilan penjaminan mutu RSBI. 3) Pencapaian hasil program RSBI di SMA N 1 Kebumen secara umum dapat dinyatakan semua program dapat memenuhi Sembilan penjaminan mutu RSBI. 4) Beberapa kendala implementasi RSBI di SMAN 1 Kebumen antara lain (a) penguasaan kemampuan TIK dan bahasa inggris SDM guru dan Staf masih tergolong rendah; (b) dukungan dana untuk memenuhi kebutuhan sarana/prasarana yang berstandar internasional baik dari pemerintah kabupaten maupun dari komite sekolah masih belum sesuai yang diharapkan(c) siswa belum semuanya dapat mengikuti tes berstandar internasional, baik dari Cambrigde University maupun dari ICAS ataupun yang lainnya.(d) kualifikasi akademik guru S-2 dan tenaga Administrasi (minimal SMA) masih belum semua memenuhi sesuai ketentuan. Semua ini masih terkait dengan keterbatasan dalam pendanaan. Beberapa upaya yang dilakukan antara lain meningkatkan kualifikasi SDM guru dan Staf melalui berbagai pelatihan, kursus, pemberian subsidi studi lanjut dan pendekatan kepada pemkab Kebumen dan komite sekolah, agar dapat meningkatkan dukungan pendanaannya.
